Flash Report — Developments at and During COP26: The Second Week

The proceedings in the 12-day UN Climate Change Conference of the Parties (COP26) in Glasgow have now concluded. The second week of the summit was about finalizing the document — the Glasgow Climate Pact — which was signed by almost 200 countries on November 13. Negotiators worked tirelessly through the week to turn the momentum and ambition of week one into an agreement that supports meaningful action across “cash, coal, cars, and trees to keep the world to 1.5 degrees.”

Those who celebrate the Glasgow agreement assert that this is the first time fossil fuels have been directly mentioned in a global climate agreement and that wider progress has also been made to end fossil fuel subsidies. However, many others have been highly critical of the lack of ambition in the final agreement.
